Rigoberto Contreras, address unknown, was arrested on Saturday after an officer working a special "operating under the influence" detail saw a blue Nissan Quest traveling east on East Main Street with a defective muffler, Stamford Police said.
When the vehicle made an abrupt turn into the parking lot of 838 East Main St the officer saw a young child unrestrained in the rear seat, police said.
Following the stop, the officer said that when he approached the vehicle, Contreras did not have a license and reeked of alcohol, police said. In addition to the 2-year-old, he also had two other occupants.
A further investigation revealed there was an operational child restraint system in the backseat.
After failing two out of three field sobriety tests and a breathalyzer test registered more than double the legal limit, Contreras was charged with OUI with a child, driving without a license, traveling with a child unrestrained and having a defective muffler.
He was issued a $100 bond and is scheduled to appear in court on Aug. 17.
